Commenting on Announcements

Allow commenting feature on company announcements to be turned off but still be able to see the announcement. Currently if you turn off commenting it also takes away the ability to see the announcement.

widen Invoice # column in select for payment window

column just needs to be widened. Balance, discount, and pay amount are much wider than needed and could be narrowed to make room
