Freight billed on a separate invoice after a PO has been fulfilled cannot be associated with the PO.
That keeps the information unavailable for related transactions for a PO obscured and difficult to verify.
Any time a non-PO line is billed and validated as a proper charge, it should be able to bill it while refering to the PO# and making the link to the PO number.
